India-US Relations 2026: Trade Deal, Tariffs and Defence Ties Explained

Few relationships in Indian foreign policy have swung as sharply in the last eighteen months as the one with Washington. In early 2025, the two leaders set an ambitious goal of $500 billion in bilateral trade by 2030. By mid-2025, India was facing some of the steepest US tariffs imposed on any major economy. Now, in October 2026, US President Donald Trump says a trade deal is “pretty close,” and his Secretary of State, Marco Rubio, has said that 99 per cent of the work is done.

So what is holding up the last one per cent? And why do experts insist that, beneath all the noise, the partnership is actually holding firm?

The answer lies in understanding that India-US relations today run on two separate tracks. One is volatile, transactional and driven by tariffs. The other is slower, steadier and driven by defence, technology and a shared concern about China. We should be able to separate these two tracks, and to explain how they affect each other.

Track One: The Trade Deal and Why It Keeps Slipping

Tariffs as a Weapon, Not Just a Tax

Traditionally, tariffs were an economic instrument, used to protect domestic industry or raise revenue. Under the current US administration, they have become a foreign policy weapon. The extra 25 per cent duty on India had nothing to do with trade imbalances. It was a penalty for buying Russian oil, meant to pressure Moscow over the war in Ukraine.

Rubio has now openly acknowledged this dilemma. According to reporting by The Indian Express, he explained that tariffs can push warring parties to negotiate but also create stress on important partners, and that the President held back fresh tariffs on India partly to protect the relationship. For aspirants, this is a textbook example of economic coercion and of how trade has become securitised.

The Court Ruling That Changed the Game

In February 2026, the US Supreme Court ruled that the President could not use emergency powers to impose these tariffs. This shifted the bargaining power. If the original tariffs rested on shaky legal ground, India had less reason to accept the concessions it had agreed to under pressure. Indian negotiators reportedly reopened the terms, and the March deadline passed.

Why “Words” Are Now the Sticking Point

Rubio has described the remaining issues as language-related: what certain words and phrases mean. This may sound minor, but it is not. In a trade agreement, a single phrase can decide whether a tariff can return later, which sectors are covered, or how disputes will be settled. After the court ruling, both sides want legal certainty, because an agreement that each side reads differently is likely to unravel.

A “Different Kind” of Deal

Trump has said this agreement will be different from the deals the US has signed with Vietnam, Japan, South Korea, the UK and the EU. He has not explained how. But Rubio’s recent visit offers a clue: his meetings in Mumbai and Jamnagar focused on India buying American energy and defence equipment. This suggests the deal may be less of a classic free trade agreement and more of a package tied to purchase commitments. That has implications for India’s energy diversification and its defence import policy.

Where Things Stand

The signals over October show how uncertain the process remains. The US Trade Representative said a deal was not imminent. India’s Finance Minister said talks had reached a plateau because tariffs were being weaponised. The External Affairs Minister then said the two sides were heading towards a landing point. With US midterm elections weeks away and Modi’s expected December visit, both governments have political reasons to close the deal soon.

Track Two: Defence and Technology, the Quiet Anchor

While trade grabs headlines, defence and technology cooperation has steadily deepened. This is the part of the relationship that analysts call its anchor.

Key building blocks you should know:

Foundational agreements: GSOMIA (2002), LEMOA (2016), COMCASA (2018) and BECA (2020) allow military logistics sharing, secure communication and geospatial intelligence exchange.
Major Defence Partner status (2016) and a ten-year defence framework signed in 2025.
Co-production of GE F414 jet engines in India for indigenous fighter aircraft.
Acquisition of armed MQ-9B drones from the US.
TRUST initiative (earlier known as iCET) covering critical and emerging technologies such as AI, semiconductors and quantum.
Quad cooperation with Japan and Australia in the Indo-Pacific.

There is a catch. Several of these flagship projects have faced delivery delays. A partnership can be strategically sound but still struggle in execution, and examiners reward candidates who point this out.

The Friction Points: What Each Side Worries About

What worries Washington:

India is seen as reluctant to confront China beyond its own land border, for instance in the South China Sea.
India continues its close ties with Russia, including energy and defence purchases.

What worries New Delhi:

After the recent Trump-Xi summit, there is anxiety about a possible US-China “G2” understanding that could sideline India.
The US decision to rename its Indo-Pacific Command back to Pacific Command has been read in Delhi as a sign that the Indo-Pacific framing, which gives India a central role, may be losing priority.
US engagement with Pakistan, especially after Operation Sindoor.

Compartmentalisation: The Strategy Being Proposed

How do two countries move forward when they disagree on Russia, Pakistan and China policy? One answer gaining ground is compartmentalisation: keeping disagreements in separate boxes so they do not block cooperation elsewhere.

David Santoro, president of the Pacific Forum, a US think tank in Honolulu, makes this case in a recent op-ed. He cites the US Under Secretary of War for Policy, Elbridge Colby, who has argued that India-US defence cooperation needs neither a formal treaty nor complete alignment. In this view, India keeps its Russia relationship, the US keeps its Pakistan relationship, and both focus on shared interests.

Santoro proposes a six-part roadmap:

Reciprocal military presence: India does more in the Pacific, the US does more in the Indian Ocean, and India becomes a maintenance hub for US naval vessels.
Deeper military coordination: real-time data sharing, joint cyber defence of energy grids and satellites, and cooperation in space.
Defence co-production: using the jet engine and drone projects as a base for joint development of advanced systems, and channelling venture capital into dual-use startups.
Secure supply chains: India joining the US-led Pax Silica coalition on semiconductors and AI, the US easing export controls, and both building critical mineral and lithium refining capacity.
Mini-lateral networks: reviving the Quad and expanding cooperation with partners like the Philippines.
People-to-people ties: fellowships, diaspora engagement and easier professional mobility.

A Critical Appraisal: Reading Beyond the Roadmap

The roadmap is useful, but it deserves scrutiny.

1. Whose “reciprocity” is it?
Asking India to expand its presence in the Pacific means India shares the US burden of balancing China far from its own waters. That sits uneasily with India’s long-standing commitment to strategic autonomy and its Indian Ocean priorities.

2. Can compartmentalisation survive tariffs?
The idea works only if both sides keep the boxes sealed. But the Russian oil tariff did exactly the opposite: it linked India’s energy policy with trade penalties. If economic pressure keeps spilling into strategic choices, trust in the defence track could also weaken.

3. The mobility gap: People-to-people ties are listed last, yet for Indian students and professionals, visa and work permit uncertainty is the most direct experience of the relationship. A partnership that ignores this risks losing public goodwill.

4. Execution over announcements: Delays in landmark defence projects show that the challenge is less about vision and more about delivery, bureaucracy and US export control processes.

5. The China factor cuts both ways: China is the glue holding the partnership together. But if Washington and Beijing reach an accommodation, India’s value in US strategy could decline. India’s best hedge is to build its own capabilities rather than rely on any single partner.

Key Terms to Use in Your Answers

Strategic autonomy: India’s freedom to make foreign policy choices without being bound to any bloc.
Multi-alignment: engaging multiple powers at once, such as the US, Russia and the EU, based on issue-specific interests.
Compartmentalisation: separating areas of disagreement from areas of cooperation.
Weaponisation of trade: using tariffs and market access as instruments of political pressure.
Friend-shoring: building supply chains among trusted partners.
Mini-lateralism: small, flexible groupings like the Quad instead of large formal alliances.

Conclusion

The India-US relationship in 2026 is neither in crisis nor in harmony. It is a partnership of convergent interests managed through constant negotiation. The trade deal, when it arrives, will likely be more transactional than visionary. The defence and technology track will likely keep moving, though slower than announcements suggest.

For India, the lesson is clear. The relationship works best when it is driven by interests rather than expectations. India must protect its strategic autonomy and energy security while using the partnership to build its own capabilities in defence manufacturing, semiconductors and critical minerals. A partnership does not need to be frictionless to be valuable. It needs to be resilient enough to absorb friction without breaking.

Frequently Asked Questions

Why did the US impose 50% tariffs on India?
The tariffs had two parts: a 25% reciprocal tariff and an additional 25% penalty for India’s purchases of Russian oil.

What is the status of the India-US trade deal in October 2026?
US officials say the deal is very close, with most issues settled. The remaining disagreements concern the legal wording of the agreement. Both sides appear to be aiming to conclude it before or around PM Modi’s expected visit to the US in December.

How did the US Supreme Court ruling affect the trade deal?
The court struck down the President’s use of emergency powers to impose tariffs. This weakened the legal basis of the earlier tariffs and led India to renegotiate parts of the framework agreed in February 2026.

What is the $500 billion target?
It is the bilateral trade target for 2030 set by PM Modi and President Trump in February 2025.

What is compartmentalisation in India-US relations?
It is the approach of keeping disagreements, such as India’s ties with Russia or US ties with Pakistan, separate from areas of cooperation like defence and technology, so that differences do not stall the overall partnership.
