Indian Economy PYQs 2013 to 2026: Every UPSC Mains GS Paper III Question, Theme by Theme

From 2013 to 2026, UPSC has asked 69 questions on the Indian economy in GS Paper III. Most aspirants meet them as a long list arranged by year, which hides the one thing a list should reveal: where the examiner keeps returning, and where the attention is moving.

We have sorted all 69 questions into the 11 heads of the official syllabus, recounted every head, and read the pattern across 14 papers. Use the analysis first, then the theme-wise tables.

The syllabus, in brief

Indian Economy and issues relating to planning, mobilization of resources, growth, development and employment
Inclusive growth and issues arising from it
Government budgeting
Effects of liberalization on the economy
Changes in industrial policy and their effects on industrial growth
Infrastructure: energy, ports, roads, airports, railways etc.
Investment models

What the pattern tells you

Inclusive growth is the anchor of the paper. It carries 11 of the 69 questions, has appeared in 10 of the 14 papers, and has been asked in every paper from 2022 to 2026.

Industry and energy are where the paper is moving. Industrial Policy and Infrastructure took 3 questions each across 2025 and 2026. Five of the 9 infrastructure questions are about energy (2018, 2018, 2025, 2025, 2026).

The weight of a question is shifting to these same heads. Of the 8 fifteen-mark questions asked since 2022, Industrial Policy alone carries 3 (2025, 2025, 2026), and the 2026 fifteen-markers went to startups and energy security.

Recent questions name specific schemes and indices. 2025 asked about PLI, the India Semiconductor Mission, the Fiscal Health Index and IHDI; 2026 asked about the Digital Rupee and the RBI’s Financial Inclusion Index. Generic theory alone no longer covers the paper.

Seven heads were skipped in 2026. Planning has appeared only once (2018), Growth was last asked in 2021, Development and Investment Models in 2022, and Employment in 2023. Government Budgeting and Liberalization last appeared in 2025.

The number of economy questions varies sharply by paper. It ranges from 2 (2024) to 8 (2013), and 2026 had 4, so preparation has to cover the whole syllabus rather than predict volume.

How to prepare from these PYQs

Build inclusive growth as a core module. With 11 questions across 10 papers, it deserves a ready framework: definitions, indices (HDI, IHDI, Financial Inclusion Index), financial inclusion and social sector spending.
Give industrial policy and energy extra depth. These heads hold the recent fifteen-markers. Prepare PLI, the India Semiconductor Mission, startups, MSMEs and energy security with current data.
Keep a scheme and index sheet. Recent papers name a scheme or an index directly. Maintain one page each on the instruments in the news, with purpose, design and outcomes.
Revise the repeat themes as pairs. GST, financial inclusion, jobless growth and PPP have each come back in new wording. Practise one answer per theme that can bend to either framing.
Do not drop the quiet heads. Growth, Employment and Investment Models have not appeared since 2021 to 2023, but each has 4 or 5 questions in the record and can return without warning.
