The SDG Report Card: How India's States Are Really Performing on 16 Goals

Every couple of years, India sits itself down and hands out a report card. Not through some foreign agency or global ranking body, but through its own planning think tank, NITI Aayog. The tool is called the SDG India Index, and what it does is fairly unusual for a government exercise: it puts a number next to every state's progress on the same sixteen development goals, using the same 113 indicators, and lets the comparison sit there for anyone to read.

The fourth edition, covering 2023-24, came out in July 2024. India's national score landed at 71 out of 100, up from 66 in 2020-21 and 57 back in the 2018 baseline year. That is a genuinely good number. It is also, by itself, not the whole story.

What the Index Actually Measures?

The SDG India Index tracks 16 of the 17 UN Sustainable Development Goals adopted in 2015. The only one left out is Goal 14, since it applies solely to India's nine coastal states and does not factor into the composite score. States and union territories are scored from 0 to 100 on each goal and then sorted into four bands: Aspirant (0 to 49), Performer (50 to 64), Front Runner (65 to 99), and Achiever (100). The underlying data comes from official sources aligned with the Ministry of Statistics and Programme Implementation's National Indicator Framework, so this reads more like a national audit than a subjective ranking.

The Gap the Headline Number Hides

Kerala and Uttarakhand share the top spot in 2023-24, both scoring 79. Tamil Nadu comes in at 78, Goa at 77. Bihar sits at the bottom with 57, followed by Jharkhand at 62 and Nagaland at 63.

That works out to a 22-point spread between the best and worst performing states, and it did not happen by chance. It reflects decades of uneven investment in health infrastructure, education access, sanitation coverage and economic opportunity. A single national average of 71 smooths all of that into one tidy figure. The real picture only shows up once the states are pulled apart and looked at individually.

The State That Moved the Most

The most interesting story in this edition is not who sits on top. It is who climbed the fastest. Uttar Pradesh, India's most populous state, raised its SDG score by 25 points between the 2018 baseline and 2023-24, the largest gain recorded by any state in the country. Jammu and Kashmir followed with 21 points, Uttarakhand with 19, Sikkim with 18.

Much of UP's improvement came from sanitation coverage, energy access and poverty reduction, the same areas where large government programmes such as the Pradhan Mantri Awas Yojana and the Swachh Bharat Mission concentrated their delivery over this stretch. UP still trails the national leaders on its overall score, so this is not a finished success story. But the direction it is heading in is hard to ignore.

The One Goal India Is Still Failing

Out of the 16 goals measured, India's national score dips below 50 on exactly one, Goal 5, Gender Equality. Every other goal now sits in the Performer or Front Runner range.

The indicators dragging this score down are specific: sex ratio at birth, women's ownership of land and assets, and female labour force participation. None of these move quickly in response to a single scheme or budget cycle. They are shaped by social patterns that development spending alone struggles to shift within a few years. Worth noting too, Goal 10, Reduced Inequalities, actually slipped a little, from 67 in 2020-21 to 65 in 2023-24. It is one of the rare instances in this index where a goal moved backward instead of forward, and it is closely tied to the same employment and opportunity gaps weighing down the gender equality score.

More States Are Catching Up

One of the more encouraging shifts in this edition is how much the Front Runner category grew, meaning states and UTs scoring between 65 and 99. In 2020-21, only 22 states and UTs made the cut. By 2023-24, that number rose to 32, with ten new entrants including Assam, Chhattisgarh, Madhya Pradesh, Rajasthan and Uttar Pradesh.

That is a meaningful shift. It means the states usually associated with slower development are not simply watching a handful of leaders pull further away. The middle of the pack is genuinely catching up.

Where India Outperformed Itself

Among all 16 goals, Climate Action recorded the sharpest single jump, rising from 54 in 2020-21 to 67 in 2023-24, a 13-point gain. That tracks closely with what has actually happened on the ground: solar power capacity grew from 2.82 GW to over 73 GW within a decade, alongside fast state-level EV and solar adoption. Goal 1, No Poverty, posted the second largest gain, moving from 60 to 72 over the same stretch. Both goals, along with Decent Work and Economic Growth, now sit firmly in Front Runner territory nationally.

Why State Averages Are Not the Full Story

A state's composite score is simply an average across 16 goals, and averages, by nature, are forgiving. They can absorb a state's weakest goals as long as enough of the other goals are performing well.

Bihar's overall score improved to 57 in this edition, in line with the national trend of every state showing some gain. But look at Bihar's individual goal scores and the picture sharpens fast: 24 on Zero Hunger, 32 on Quality Education, both among the lowest recorded by any state on those specific goals. A composite number cannot hold that kind of detail. A state's overall trajectory can look encouraging on paper while its foundational goals remain genuinely weak underneath.

That is really the core lesson of the SDG India Index. It tracks direction well. It is far less useful for understanding depth, and reading only the composite score risks overlooking exactly the goals that need urgent attention.

The Road to 2030

India's overall SDG score has moved from 57 in 2018 to 71 in 2023-24. That is real, measurable progress, and NITI Aayog's own leadership has said plainly that the country is ahead of schedule on several individual goals.

Still, the 2030 deadline for the full set of Sustainable Development Goals is now under four years away, and the 22-point gap between Kerala and Bihar represents two very different development trajectories running inside one country. Closing that gap, and meeting the 2030 commitments in full, will take more than lifting the states and goals that are already performing well. The next phase of progress needs to be concentrated exactly where this index shows the least movement, gender equality nationally, and the weakest goal-level scores in the states ranked at the bottom.

Why this matters for policy aspirants: The SDG India Index is a recurring, high-yield reference for UPSC Mains answers on governance, federalism and sustainable development, and it shows up just as often in state PSC papers where cooperative federalism and NITI Aayog's role are common themes. Beyond the national score, examiners tend to reward answers that cite goal-specific detail, the Gender Equality shortfall, the Climate Action jump, the growth of the Front Runner category, and the ability to separate a state's composite score from its individual goal performance. Getting into the habit of reading past the headline number, which this index constantly demands, is a useful skill well beyond the exam itself.
