Universal Basic Income in the Age of AI: Is India Ready?

For decades, the idea that the state should simply hand every citizen a regular sum of money was dismissed as utopian or fiscally reckless. In October 2026, the idea found unlikely champions: the companies building artificial intelligence.

Within a single weekend, two of the world’s most valuable technology firms made announcements that sound a lot like basic income. AI lab Anthropic, the developer of Claude, said it will commit 5% of its shares to a new public benefit fund. A day later, Elon Musk said he would give every child in the United States a share in his SpaceX rocket company, starting next year.

Why would companies give away ownership? And what does this mean for a country like India, where hundreds of millions depend on work that AI could transform? To answer that, we first need to understand Universal Basic Income from the ground up.

What Is Universal Basic Income?

Universal Basic Income (UBI) is a regular cash payment made by the state to every citizen, without conditions. It has three defining features:

Universal: Everyone receives it, regardless of income or status.
Unconditional: There is no requirement to work, look for work or meet any criteria.
Cash-based: It is paid in money rather than goods or services, leaving the choice of spending to the recipient.

A related idea is Quasi-UBI or targeted basic income, where payments go to a defined group such as farmers, women or households below a certain income. Most real-world schemes, including in India, fall into this second category.

A Brief History of the Idea

Alaska Permanent Fund (since 1982): Alaska pays an annual dividend to residents from its oil revenue fund. It is the longest-running example of a citizen dividend.
Finland (2017 to 2018): A two-year experiment paid a monthly sum to 2,000 unemployed people. Recipients reported better wellbeing, with modest effects on employment.
Madhya Pradesh pilot (2011 to 2013): Run with SEWA’s support in villages near Indore, it gave unconditional monthly cash to residents. Studies found improvements in nutrition, school attendance and small business activity, with no fall in work effort.
Economic Survey 2016-17: Proposed a UBI as an alternative to India’s many leaky welfare schemes. It estimated that a payment of around ₹7,620 per year to 75 per cent of the population would cost roughly 4 to 5 per cent of GDP.

The Economics Behind UBI: Key Concepts Explained

1. Moral Hazard

Moral hazard occurs when people change their behaviour because they are protected from the consequences. The classic objection to UBI is that free money would make people lazy and reduce their willingness to work.

The evidence does not support this strongly. Pilots in India, Kenya and Finland found little or no reduction in work effort. People mostly used the money for food, education, health and small investments. The link between income and willingness to work is not fixed. It shifts with circumstances, aspirations and opportunities.

2. The Backward-Bending Labour Supply Curve

In standard economics, people supply more labour as wages rise. But beyond a certain income level, the curve can bend backwards: workers may choose more leisure instead of more work, because they already earn enough to meet their needs.

Economists explain this through two forces:

Substitution effect: Higher wages make leisure more expensive, so people work more.
Income effect: Higher income lets people afford more leisure, so they work less.

When the income effect outweighs the substitution effect, the curve bends backwards. In colonial India, this idea was often used to argue that low-paid workers would stop working once they had “enough.” Today, rising aspirations, consumption needs and education goals have made that argument largely outdated. People want more, not just enough.

3. Keynesian Stimulus

According to Keynesian economics, during a slowdown the government should boost spending to revive demand. Cash transfers are an effective stimulus because poorer households spend most of what they receive, which creates a multiplier effect across the economy. UBI can therefore act as an automatic stabiliser in bad times. Unlike a temporary stimulus, however, a UBI would be permanent.

4. Inclusion and Exclusion Errors

Every targeted welfare scheme faces two kinds of mistakes:

Inclusion error (Type 1): Benefits reach people who are not eligible.
Exclusion error (Type 2): Benefits fail to reach people who are eligible.

In welfare policy, exclusion errors are considered more harmful, because they leave the most vulnerable without support. Universality eliminates exclusion errors by design, which is one of UBI’s strongest arguments.

5. Labour Share and Capital Share

National income is divided between labour (wages) and capital (profits, interest, rent). Automation and AI can shift income away from workers towards those who own technology and capital. If this shift is large and lasting, wages alone may not ensure a fair distribution of the gains from growth. This is the deeper reason UBI is being discussed again.

Why AI Has Revived the UBI Debate

Earlier waves of automation mostly affected factory and manual jobs. Generative AI is different: it can perform tasks in writing, coding, customer service, analysis and design. A 2024 International Monetary Fund analysis estimated that almost 40% of jobs worldwide are exposed to AI, rising to about 60% in advanced economies. channelinsider

Supporters of UBI argue that if AI concentrates wealth among a few firms, some of those gains must flow back to the public. This is where the recent corporate announcements become important.

The Anthropic Public Benefit Fund

Anthropic, a US AI company registered as a public benefit corporation, has announced:

Plans to commit 5% of its shares to the Anthropic Public Benefit Fund, subject to stockholder approval.
An additional 2% of shares, at the board’s discretion, for every 50% increase in the company’s value above a baseline that has yet to be disclosed.
Possible uses including nonprofit donations, direct distributions to specific populations and efforts to address AI’s impact on the labor market.
A commitment that none of the fund’s equity would be used for lobbying or political giving in the United States or abroad.

A public benefit corporation is a for-profit company whose charter requires it to pursue a stated public benefit alongside profit.

Questions remain. The fund will be wholly owned by Anthropic, but the company has not yet explained who will select beneficiaries or oversee distributions.

Musk’s SpaceX Share Pledge

Musk’s pledge would reach a very large population. There are around 73 million children under the age of 18 in the United States, according to 2024 data from the US Census Bureau. At the October 16 closing price of $146.03 per share, one share per child would add up to around $10.7 billion. However, Musk did not explain how the shares would be distributed. Responding to Anthropic’s announcement, Musk said on X that he recommended “giving the shares directly to the public.”

The Strategic Logic

Why would companies do this? One view is enlightened self-interest. Giving citizens a stake in AI’s success could reduce public hostility towards the technology and build support for it. Another view is that it is a long-horizon social safety net that governments should study closely, because its strength lies in its universal coverage.

India’s Reality: Where Do We Stand?

India Already Has Quasi-UBI Schemes

India does not have a universal basic income, but it has a growing number of targeted cash transfers:

PM-KISAN: ₹6,000 per year to landholding farmer families.
State schemes for women: Chhattisgarh’s Mahtari Vandan Yojana, Maharashtra’s Ladki Bahin Yojana, Madhya Pradesh’s Ladli Behna Yojana and Karnataka’s Gruha Lakshmi offer monthly payments to eligible women. Chhattisgarh’s scheme, for example, gives ₹1,000 a month to married women above 21.
State farmer schemes: Telangana’s Rythu Bandhu and Odisha’s KALIA provide income support to farmers.

These schemes show that the political appetite for direct cash support already exists.

The Digital Infrastructure Advantage

India is better placed than most developing countries to deliver cash at scale, thanks to the JAM trinity (Jan Dhan accounts, Aadhaar and mobile phones) and the Direct Benefit Transfer (DBT) system. Money can now reach crores of bank accounts quickly and with less leakage than in the past.

The Fiscal Constraint

The biggest obstacle is cost. Even a modest transfer of ₹1,000 per month to every adult above 18 who earns below the income tax threshold would cost an estimated ₹11 lakh crore a year. That is more than a fifth of the Union government’s total budgeted spending of about ₹50.65 lakh crore in 2025-26.

One option is to pay only those below the median income. But any cut-off creates problems:

People may under-report income to qualify.
Identifying beneficiaries brings back bureaucracy and eligibility checks.
Exclusion errors return, leaving many deserving people out.

In short, India’s economy will need to grow substantially before a true UBI becomes affordable.

A New Idea: Equity Instead of Cash

Taking a cue from the tech industry, some commentators have proposed a creative alternative for India. Instead of cash, citizens could receive small portfolios of shares in a mix of public sector enterprises and state-supported startups, delivered through India’s digital infrastructure.

How it could work:

Citizens receive shares rather than monthly payments.
A soft lock-in encourages them to hold the shares for future dividends instead of selling them immediately.
If these companies grow, citizens build a financial buffer for a future in which income shifts further from labour to capital.

Why it is interesting: It directly addresses the labour-capital imbalance. Instead of compensating people after AI reduces their wages, it makes them owners of the capital that earns returns. India already has related instruments, such as the CPSE ETF and Bharat 22 ETF, which pool shares of public sector companies.

Why it needs caution:

Market risk: Share values can fall, and poor households cannot absorb losses.
Liquidity needs: People in distress need cash today, not dividends years later.
Financial literacy: Many recipients may not understand equity, making them vulnerable to distress selling or fraud.
Valuation concerns: Public sector enterprises and young startups may not generate reliable returns.

UBI: Arguments For and Against

Arguments For	Arguments Against
Eliminates exclusion errors through universality	Very high fiscal cost
Reduces bureaucracy and leakages	Risk of inflation if supply does not keep pace
Respects individual choice and dignity	Universal payments include the rich, unless clawed back through tax
Provides security against AI-driven job loss	Political pressure to add UBI on top of existing schemes, not replace them
Supports demand and acts as a stabiliser	Cash cannot fix weak public services like health and education
Can empower women and informal workers	Concerns, though weakly supported, about reduced work effort

Way Forward for India

Grow first, then universalise: Build fiscal space through growth and better tax collection before attempting a full UBI.
Rationalise existing schemes: Consolidate overlapping subsidies and cash transfers to create room for a simpler, broader income floor.
Start with vulnerable groups: Expand quasi-UBI for informal workers, women and those most exposed to automation.
Invest in skills: Reskilling and upskilling remain essential, because income support cannot replace meaningful work.
Study the equity model: Pilot small citizen equity stakes in public enterprises with safeguards and financial literacy support.
Keep options open: Monitor AI’s actual impact on Indian jobs, especially in IT services and business process work, and plan for multiple scenarios.

Key Terms to Use in Your Answers

Universal Basic Income: unconditional, universal, periodic cash payment by the state.
Quasi-UBI: targeted income support for specific groups.
Moral hazard: behaviour change due to protection from consequences.
Backward-bending labour supply curve: reduced work at higher incomes when the income effect dominates.
Exclusion error: eligible people left out of a scheme.
Citizen dividend: a share of public or collective wealth paid to citizens.
Labour share of income: the portion of national income going to wages.
Public benefit corporation: a company legally bound to pursue a public benefit along with profit.

Conclusion

UBI was once a debate about welfare efficiency. AI is turning it into a debate about who owns the future. When technology firms themselves start setting aside shares for the public, governments cannot afford to ignore the question.

For India, a full UBI remains out of reach for now. The fiscal arithmetic simply does not allow it. But the conversation should not wait for the crisis. India has the digital rails, the experience of cash transfers and a growing public sector equity base. The task is to plan for the long term: grow the economy, rationalise welfare, protect the vulnerable and keep open the option of making ordinary citizens part-owners of the AI economy.
